The mayor of Upper Hutt has slammed his councillors for voting to make the city a ‘TPP-free zone.’

Wayne Guppy tells NBR ONLINE the council’s decision “effectively means nothing.”

“It’s naïve – do they think they can alter what the central government is doing?”
