The Canterbury Earthquake Recovery Authority has agreed to a new payout formula for members of the group dubbed 'Quake Outcasts'.
The Quake Outcasts comprises a group of property owners whose commercial, vacant (and therefore uninsurable) and uninsured homes were red zoned by the government.
