Hell would have been appointing its own minister of climate change before helen Clark – a great believer in political payback – would have confirmed Dr Carr as Reserve Bank governor.
Newly appointed Reserve Bank board chairman Rod Carr was – briefly – governor almost exactly a decade ago.
Dr Carr filled in as acting governor after Don Brash unexpectedly resigned to venture into politics, and stood down in July 2003 when Alan Bollard was appointed to the top job.
