Budget 2015: Political risks about tone as well as substance

COMMENT
Government budgets may not be what they were but that does not make them unimportant.
It just makes them less dramatic than in the tumultuous days of Sir Robert Muldoon, Sir Roger Douglas and Ruth Richardson. Given the painful adjustments of those years, this is a good thing.
