Two further Telecom backhaul links, connecting rivals to the telco's local loop, will no longer be regulated since they are subject to competition, the Commerce Commission says.
The commission today released a draft report on its review of where Telecom has competition in its supply of backhaul services for the unbundled copper local loop.
Backhaul is the final link between Telecom's local loop and competitors that wish to provide communication services such as voice and broadband to households.
Connecting to the telco's local loop network service allows competitors to provide services to retail customers without having to replicate it.
In June 2008, the commission released the unbundled copper local loop backhaul standard terms decision, which said backhaul routes were to be regulated, and the terms and conditions for the supply of the backhaul service on those routes.
The current review looks at a number of routes and assesses whether there is actual or potential competition to Telecom.
In its draft review, the commission said it concluded two links will no longer be regulated.
A further 25 links were also examined for the first time, and the commission said it found no evidence Telecom faces competition from other provides of backhaul services.
The commission will be receiving submissions on its review until August 13, and it expects to release the final review by the end of August.
