Crown consenting manager makes final recommendations

The Crown manager for Christchurch City Council's building consenting functions, Doug Martin, has made six recommendations in his final report.

The Crown manager for Christchurch City Council’s building consenting functions, Doug Martin, has made six recommendations in his final report.

He was appointed by the government in July 2013 after International Accreditation NZ revoked the council’s accreditation as a building control authority. His term ended in December, after the council’s successful re-application for accreditation. 

He sent his final report to Local Government Minister Paula Bennett and Building and Housing Minister Nick Smith.

Mr Martin’s recommendations to the Ministry of Business Innovation and Employment include -

  • developing the streamlined consenting system further for application around the country;
  • work with the registrar of licensed building practitioners to add consent applications to the curriculum of regional and national sector training organisations;
  • develop a plan to raise the quality of consent applications from builders;
  • engage with councils to trial new initiatives for policy and training guidance;
  • establish a sector reference group to help the ministry conduct a review of the Building (Forms) Regulations to ensure they take account of current electronic media and security systems, to enable consents to be dealt with entirely online; and
  • build a better national force of qualified persons capable of fulfilling building control functions.
