Bankrupted former Blue Chip boss Mark Bryers faces immediate arrest if he sets foot in New Zealand, Ministry of Justice officials said.
A Serious Fraud Office investigation into his company Blue Chip, which collapsed in 2008 owing 3000 investors $80 million, was dropped last year.
But Mr Bryers, currently resident in Sydney, still has not paid a $37,500 fine imposed after he was convicted of 34 book-keeping charges.
Justice spokesman Steve Corbett told the NBR the fine had not been paid and said: "A warrant for his arrest has been issued for non-payment of court fines, and the usual process will be to get him back in front of a court as soon as possible."
Mr Corbett said extradition was not on the cards, but an airport alert had been triggered that would warn officials at airports if Mr Bryers re-entered the country.
He would likely be arrested shortly after stepping off a plane, Mr Corbett said: "We don't do the arresting ourselves, but that's the usual process - assuming he's traveling on his own passport."
In November NBR broke the news that the Mr Bryers'-linked company Northern Crest planned to re-list on the ASX.
