Ashburton District, an hour south of Christchurch, is one of the fastest growing areas in Canterbury.
Favoured among retirees and people who work in rural servicing, it has been the focus of several residential subdivisions in recent years.
The latest is a $40 million, 10,548m2 development for the centre of town featuring a medical centre, 77 serviced apartments, public spaces and carparking, plus hospitality businesses.
Eastfield Precinct has several shareholders including Ashburton District with 43%.
Chairman Brian Davidson is also a major shareholder and says the project is in the final design stage.
The development will also include building heights to provide maximum sunlight, office and commercial spaces, with some shops.
The development plan allows for initial construction to get under way in mid 2015, with the project estimated to take over three years to complete.
